An old stairwell intercom only rings if you are home. A new one can use the existing cable and ring your phone while you are at work.

Short answer: a building intercom can ring a phone if the system supports it and the cable is still alive. One flat's monitor can often be replaced without a meeting. The street panel is the building's decision, because the door is common property.
The handset only rings inside the flat. If you are at the shop, the delivery leaves. A camera icon in an app is useless if the panel at the door has no camera.
Most Riga stairwells already have a wire. We measure whether the pair still rings. If it does, we replace the panel and the flat unit. If it is dead, we say so before promising tomorrow.
NextTek does this in our own intercom: the call arrives while you are out, and you can open the door from the phone. A button at home remains. Without internet the wire between panel and flat can still ring, but the call outside the building stops.
One flat monitor with labour, if the cable is alive, is often a few hundred euro. The whole stairwell is quoted by the number of flats. More on the intercom page.
