Heat meters and the 2027 deadline

Short answer: Directive (EU) 2023/1791 requires installed heat meters and heat cost allocators to be remotely readable by 1 January 2027, unless the country shows it is not cost-effective. That is not the same as “every cold-water meter in a flat must be smart”.

What remotely readable means

Nobody has to enter the flat. A collector in the stairwell, the basement, or a receiver passing the building takes the figure. Each country may decide whether walk-by counts. The point is that a resident no longer photographs the dial for the manager.

What usually sits in a Latvian building

In a building with district heat, the heat meter is on the substation or the flat branch. A heat cost allocator is the small device on a radiator. Hot water from a central source follows the same logic. Cold mains water is a different contract, and this deadline does not automatically cover it. Latvian rules do require an apartment building to decide on its water metering system by 1 January 2027. Swapping meters is not mandatory, PTAC explains.

A house with its own heat pump is usually outside this duty. Remote reading there is convenience, not a directive date.

What a manager should do this autumn

First, a list: how many heat meters and allocators, what year they are, and whether they already have a pulse, M-Bus, or radio output. A mechanical dial needs a module or a replacement before 2027. If the substation is being renovated anyway, do both jobs once.

Second, money. The directive lets a country say a case is not cost-effective. We have not found a published Latvian exemption list for this article, so “we will wait and see” is a risk. Ask for a quote now, not in December.

For the resident, the bill is easier to trust. A meter that runs while heating is off shows up within a month. A flat leak is a different job: water meters and a leak sensor. Heat sits on the smart meter page.

Short answers

Does a cold-water meter also have to make 2027?
Not automatically. The directive's date covers heat and hot water from a central source. But an apartment building must decide on its water metering system by 1 January 2027. Swapping meters is not mandatory.
Does a private house have to comply?
Usually not, if the heating is your own, such as your own heat pump or boiler. Then the meter is yours, and remote reading is a convenience, not a duty.
What if the meter is sealed?
You must not remove the seal yourself. Contact the manager or the heat supplier first. They remove the seal, and only then is the meter replaced or a module added.
What is a heat cost allocator?
A small device on the radiator that counts how much heat it gives off. Its readings are used to split the building's heat bill between the flats.
Who pays for remote reading?
Usually the building, through the manager, because the meters are part of its metering. The exact answer depends on the contract with the manager and the heat supplier, so ask them.
Is a module enough for an old meter?
If it has a pulse, M‑Bus or radio output, a module is often enough. If it only has a mechanical dial, it will most likely need replacing. The model tells you which.
